The Action Plan Phase X has been adopted by the 26th Meeting of SATRC (SATRC-26) held from 5 to 7 November 2025 in Islamabad, Pakistan for the implementation period of 2026 – 2027.     

SATRC Action Plan Phase X accommodated two Working Groups (WG) to deal with various working items proposed by the members. The Working Groups are:

1. Working Group on Policy, Regulation and Services (WG PRS): To deal with the issues related to policy, regulation and services in the region.
2. Working Group on Spectrum (WG SPEC): To deal with the issues related to spectrum management, monitoring, sharing and coordinated efficient use of spectrum for different service in the region.

SAP Phase X will also include:

• Capacity Building Workshops/Trainings: To organize workshops/trainings for the personnel of regulatory bodies on the recent trends in telecommunication/ICT sector.

• SATRC Web Portal: To collect the information from regulatory bodies and publish it of SATRC webpage for information sharing among the regulators. APT Secretariat will send circular requesting SATRC Members to list the information to share on SATRC Web Portal.

• SATRC Web Dialogues: To share knowledge and experiences of policy/regulatory issues, challenges and best practices. It is aimed to fulfill intellectual curiosity of SATRC Members and provide opportunity to learn diversified perspectives in the field of Telecommunication/ICT.

SATRC Working Group on Policy, Regulation and Services (WG PRS) is dealing with issues related to policy, regulation and services that are common in SATRC Members.

• Vice-Chairs: Dr. Shamsuzzoha, Bangladesh Telecommunication Regulatory Commission (BTRC) and  Mr. Binod Chandra Shrestha, Nepal Telecommunications Authority (NTA)

Assigned Work Items:
The Work Items of WG PRS during the implementation of SATRC Action Plan Phase IX (2024-2025) are as follows:

• Work Item 1: Regulatory issues and harmonization of Internet of Things and Short Range Devices
• Work Item 2: SATRC G5 readiness assessment: Benchmarking, policy, prioritization, and development of a regional roadmap for SATRC members aligned to ITU G5 indicators
• Work Item 3: A comparative study on how tariff structure are designed by telecom operators in SATRC countries and identifying the parameters that impact irregular tariff fluctuations. 

SATRC Working Group on Spectrum (WG SPEC) is dealing with issues related to spectrum that are common in SATRC Members.  

Leadership:

• Chair: Mr. Akhilesh Kumar Trivedi, Telecom Regulatory Authority of India (TRAI)

• Vice-Chairs: Ms. Zahra Salari Moghadam, Communications Regulatory Authority of Islamic Republic of Iran (CRA) and Mr. Muditha.P. Gunasingha,Telecommunications Regulatory Commission of Sri Lanka (TRCSL)

Assigned Work Items:
The Work Items of WG SPEC during the implementation of SATRC Action Plan Phase X (2026-2027) are as follows:

• Work Item 1: Use of unlicensed spectrum – Potentials and challenges for SATRC Members 

• Work Item 2: Impact of technological evolution on the price of spectrum for mobile broadband – Case study in the SATRC member countries

• Work Item 3: Regulatory approaches to enable V-band use for high capacity wireless application
